Reference your telegram 14th July 1980, War Office
position is that as the reason for move is not military they would not be justified in accepting any cost of
present reprovision against Army Funds; therefore if
cost of reprovision exceeds value of property surrendered
Colony must provide the excess. If on the other hand
the value of the property exceeds cost of present
reprovision then the amount of the excess less(as suggested in the Governor's letter 1471 of April 1922

the sum of £114,000 overpaid as Colonial Contribution
should be carried to credit of Colonial Military Lands
Account so as to be available towards cost of providing
further accommodation hereafter if required, e.g. through|
increase of garrison. The War Office consider that in
a transaction of this size and importance they must have
the best technical advice and are prepared in the
circumstances to bear the cost of sending Oakley out.
Please arrange that he has every assistance in making
his enquiries and opportunity of discussing the question
with the experts on whom you rely. It is clearly
desirable that he should have all aspects of the case
